This is Contour's Rotating Mount.

The Rotating Surface Mount was developed to be easy to use, but also to help you get a "jiggle" free shot. Your Contour camera simply slips on to the T-Rails and then you can rotate the camera to wherever you want and the engage the lock and you're ready to go. It couldn't be much easier.
